Who we are

Lakar Bina is a one-stop centre for construction run by Rekatur Technology Enterprise (SSM 202603268423), Selangor. Today it connects you with drafters, and these terms cover drafting jobs. New services will come with their own added terms. By creating an account or using Lakar Bina you agree to these terms and to our privacy notice.

Drafting only

Drafters on Lakar Bina prepare drawings. They do not sign, stamp or certify drawings, and Lakar Bina is not an architect, engineer or quantity surveyor. If your project needs submission to a local council or authority, a registered professional you appoint must check and endorse the drawings.

Accounts

Give true details and keep your password private. Contractors and consultants must keep their CIDB, board registration or SSM documents valid to post requests or hire. Drafters are checked before they can quote. We may pause an account that breaks these terms or whose documents have expired.

Quotes and hiring

A quote is the drafter's fixed price, delivery days, scope and number of revisions. When you accept a quote, you and the drafter agree to that scope. Work outside it, or extra revisions, must be agreed and priced in the job chat first.

Lakar Bina sets a minimum fee scale for each kind of job, shown on every request. A price below the scale is allowed when both sides agree to it: the drafter confirms it when quoting, the client is told and confirms it before hiring, and the agreed price is recorded on the job. By confirming, you agree the price cannot later be disputed for being below the scale. The scale is Lakar Bina's own price guide for drafting-only work. It is not the LAM or BEM fee scale for registered professionals.

Pay on approval

You pay the agreed price to Lakar Bina before the drafter starts. Lakar Bina collects it on behalf of the drafter and pays it to the drafter when you approve the final drawings.

If you neither approve nor raise an issue within the number of days shown on the job after the final drawings are sent, the payment is released to the drafter automatically. We remind you before that happens.

Lakar Bina's fee is a percentage of the job price, taken from the drafter's payout and shown before the drafter quotes. Owners pay the quoted price.

Keep payments inside Lakar Bina. Money paid outside Lakar Bina is not protected by these terms, and arranging it to avoid the fee may lead to the account being closed.

Issues and refunds

If something goes wrong, raise an issue on the job before you approve. The payment stays held while Lakar Bina reviews the chat, files and versions, and then decides whether to release it, refund it, or split it. Before the payment is made, either side may cancel without charge.

Drawings and ownership

When the payment is released, the owner may use the delivered drawings for their project. The drafter may show the work in their portfolio unless the request was marked confidential. Files you upload stay yours; you allow Lakar Bina and the hired drafter to use them for the job.

Bringing projects

If you bring an owner to Lakar Bina with your link, your code or their details, you earn the share shown on the Bring a project page for the period shown there, after their job is completed and paid. It comes out of Lakar Bina's fee. Your own projects and jobs you draw yourself do not count. We check your IC before the first payout.

Meeting in person

Meet in a public place or on site, in daylight. The meetup check confirms who you are meeting, but Lakar Bina is not responsible for what happens at a meeting.

Our responsibility

Lakar Bina provides the platform, payment collection and dispute review. The drafter is responsible for the drawings they deliver. As far as the law allows, Lakar Bina's liability for any job is limited to the fee Lakar Bina earned on that job.

Changes and law

We may update these terms and will tell you in the app before a change takes effect. These terms are governed by the laws of Malaysia. Questions: hello@rekatur.com.
